PROBLEM TO BE SOLVED: To obtain an optical information recording and reproducing device and an optical information recording and reproducing method realizing a high transfer rate with high access by performing a recording and a reproduction with a CAV(constant angular velocity) system with respect to the optical disk of a CLV(constant linear velocity) system. SOLUTION: An optical information recording and reproducing device is provided with a recording clock generating circuit 9 generating recording clocks based rotational information at the time an optical disk 1 is revolved by a spindle motor 2 in a condition in which an angular velocity is constant at the time of recording, an optical pickup 3 performing the recording of optical information data with the generated recording clocks, the optical pickup 3 performing the reproducing of the optical information recorded on an optical recording medium at the time of reproduction and an ADIP address detecting circuit 5 detecting reproduced clock frequencies. Thus, the device can perform the recording and the reproducing of the optical information data of high access and the high transfer rate.
