PROBLEM TO BE SOLVED: To prevent the generation of such a trouble that user's own section is reduced and can not be easily looked when a building is constructed on its adjacent unoccupied lot and to make it possible to always maintain a required state even when its surrounding is changed. SOLUTION: A map data base is provided with map data M1 to Mn obtained by converting a map into electronic data and position checking data P1 to Pt for exchanging various information for a communication line network, the map data M1 to Mn have sectional picture data V1 to Vt corresponding to a section 2 corresponding to real addresses and allowed to be changed only by persons related to respective real addresses and the position checking data P1 to Pt are individually set up in each of the section picture data V1 to Vt and prepared so as to be exclusively used only for the persons related to the addresses corresponding to the data V1 to Vt.
