PROBLEM TO BE SOLVED: To select signals in a simplified processing configuration without needing complicated management by selecting matching signals and integrating the processing time of every decision stage to perform the self-detection of the cumulative processing time. SOLUTION: This transmitter 10 decides at many stages the transmitting conditions of signals contained in the transmitting buffers 0 to (n) for every time slot in the order of requests, and selects the transmitting signals which are matched with the conditions of idle time slots 0, 1 and 2 of an anti-terminal transmitting data setting memory 14 to allocate a transmitting schedule. This processing is carried out in each time slot by the transmission processing of a controller 16 that is performed based on the signal selection start trigger sent from a frame trigger generator 13. The processing time is counted together with the selection/allocation processing which selects the transmitting signals and then set at the transmission processing time. When the transmission processing time reaches its maximum value, the said selection/allocation processing is interrupted. If the selected signals are included in a transmission schedule, these signals are transmitted to the terminals 17a to 17c.
