PROBLEM TO BE SOLVED: To provide a liquid development device capable of using a developer of high concentration by which the vapor of a carrier liquid of the developer is hardly diffused in the air and a developer circulating device for controlling the concentration of the developer is not necessary. SOLUTION: Nonvolatile concentration of a developer is from 10% wt. to 30% wt. and this device is provided with a drawing roller drawing up the developer, a developing roller 11 whose the surface roughness on which the developer is supplied from the drawing roller is from 8μmRz to 25μmRz and a film thickness control member abutting on the roller 11 and controlling the film thickness of the developer on the roller 11. The roller 11 is energized to a recording medium, the rotating direction of the roller 11 rotates in the direction opposite to the carrying direction of the recording medium and an electrostatic latent image on the recording medium is developed.
