PROBLEM TO BE SOLVED: To inexpensively and also conveniently grasp an operation situation in each segment by monitoring segments or a segment corresponding means and detecting a specified event that occurs in the segments or the segment corresponding means. SOLUTION: A segment corresponding means 11 is connected to single or plural segments that constitute a network to which a CSMA system is applied and also has a function of the transmission source or receiving destination of transmission information and a function that realizes any of line concentration, switching, filtering and routing. A monitoring means 12 monitors the single or plural segments or the means 11 and detects a specified event that takes place in the segments or the means 11. An alarming means 13 transmits a jam signal that is adapted to the CSMA system and alarm information formed by attaching a 1st identifier showing a place where the specified event occurs to the end of the jam signal to the whole or a part of the single or plural segments when the specified event is detected.
