PROBLEM TO BE SOLVED: To stably control a heat recovery quantity into a desired value without imparting no adverse effect to a combustion state. SOLUTION: When a superheating pipe for superheating steam is arranged so as to pass through a fluidized bed and is composed of a plurality of branch pipes and the ratio of flow rate passing the branch pipes is changed, the temperature of superheated steam (heat recovery quantity) thus obtained is changed. The ratio of the flow rate of steam flowing in the plurality of branch pipes is adjusted based on the actually measured value and the desired value of the superheated steam temperature by a thermostat 1 depending on this characteristic to control the superheated steam temperature. When a control is saturated, the primary air quantity of a heat recovery part is supplementarily changed to perform the control. At that time, the quantity of blown primary air 29 for circulating flowing medium between the heat recovery part and a combustion part is adjusted so that the total quantity of the primary air is not changed as little as possible.
