PROBLEM TO BE SOLVED: To provide a mobile telephone communication system enhanced in the successful rate of hand-off of a mobile telephone terminal moving at a high speed and improved in the throughput of a radio base station at hand-off control. SOLUTION: In the case that a mobile telephone terminal 9a resident in a service area 20 moves to a service area 30 and a control radio base station changes from a radio base station (hand-off source) 2 to another radio base station (hand-off destination) 3, when the mobile telephone terminal 9a receives a hand-off instruction signal from a hand-off control means 11 of a mobile telephone exchange station 1, an electric field level measurement stop means 92 stops the measurement of an electric field level of an outgoing control channel of an adjacent radio base station instructed from the hand-off source radio base station 2 and stops transmission of an electric field level measurement result signal.
