PROBLEM TO BE SOLVED: To smooth the relatively short period fluctuation of a general load power which is superposed upon a rectangular-shape unsteady power and avoid the excess/shortage of a power supply value which is caused by the operation change of power load equipment. SOLUTION: A flywheel power generating system 8 is connected in parallel to a private power generating system 5 or load equipment. A value obtained by detecting a system power and smoothing it is supplied to the flywheel generating system 8 as its power I/O target value. The output or the output target value of the private power generating system 5 is supplied to the flywheel power generating system 8 as its power I/O target value. Further, a power supply shortage at the time of the operation of power load equipment is calculated from a deviation between a load pattern and the output pattern of the private power generating system 5 and added to the output of the private power generating system 5 in a load equipment waiting state. |
