PROBLEM TO BE SOLVED: To enhance the electric insulating property between a dielectric layer and a protecting layer by forming an insulator layer between an electrode pair and the dielectric layer. SOLUTION: A diffusion preventing layer 50 of conductive fine particles is provided between the bus electrodes 7, 7' of a front substrate 1 and a dielectric layer 8. The thickness of the diffusion preventing layer 50 is set to 0.5μm or more, whereby diffusion of the conductive particles in the electrode material to the dielectric layer 8 or a protecting layer 9 can be suppressed. However, since the diffusion preventing layer 50 itself is cracked by the difference in thermal expansion coefficient with the dielectric layer 8 or the like when the thickness is too large, the thickness is preferably set to 10μm or less. In the manufacturing process of the front substrate 1, a paste containing silicon oxide as component is used, and it is printed on the bus electrodes 7, 7', for example, by screen printing, and baked with a prescribed profile to form the diffusion preventing layer 50. In a panel having such a diffusion preventing layer 50, all cells can normally emit light to perform a precise display.
