<p>PROBLEM TO BE SOLVED: To eliminate an unwanted video signal and to record a video signal for a long time by continuously recording the entire video signals when a comparison result exceeds a high level reference value and continuously recording a part of the video signals when the comparison result falls below the high level reference value. SOLUTION: When a monitoring camera 11 photographs an object to be monitored, a signal processing circuit 12 outputs a video signal about the video. A motion vector detector 13 detects a motion vector from the video signal and stores it in a frame memory. When the total number of motion vectors falls below low level reference value about a comparison result of a comparator 14, a system control circuit 15 selects intermittent recording that records every fixed time, when the total number of motion vectors falls below the high level reference value although it exceeds the low level reference value, it selects partial continuos recording and when the total number of motion vectors exceeds the high level reference value, it selects the entire continuous recording and outputs it to a servo circuit 16.</p> |
