<p>PROBLEM TO BE SOLVED: To attain effective use of a transmission band with no significant change in constitution by discriminating whether a certain transmission unit is stored in a buffer and making a band transfer means read out the transmission unit that is stored latest at the time set after an associated or a decided time with preference given to the individually associated time. SOLUTION: A discriminating means 13 discriminates whether a certain transmission unit is stored in one of buffers 11-1 to 11-N that is individually corresponding to a relevant time for a postponed period that is previously decided based on a set time. When all deciding results of the means 13 are false, a band transfer means 14 associates the time when the deciding results are given with one of buffers 11-1 to 11-N that is corresponding to the said time. Then a reading means 15 reads out the stored transmission unit with preference given to the time that is associated by the means 14 for the buffers 11-1 to 11-N.</p> |
