SOLUTION: At the time of registering a fingerprint, a fingerprint data continuous registering means 3 continuously registers the plural fingerprints of a person to be registered, and a registration situation monitoring means 4 monitors whether or not it is difficult to recognize the fingerprint according to the situation of the finger, and a collation format and level automatic deciding means 5 decides a collation format (AND collation or OR collation) and a collation level according to the situation, and registers it in a fingerprint data base 6. At the time of collating the fingerprint, an each individual collation format extracting means 7 and an each individual collation level extracting means 8 extract the collation system and the collation level, and a plural fingerprint data collating and judging means 11 collates the registered fingerprint data with the input fingerprint data, and judges the result.
