PROBLEM TO BE SOLVED: To realize efficient packet transmission by avoiding useless distribution in multicast communication. SOLUTION: When a data server 1 receives an information distribution start signal, the data server 1 inquires of an area #1 about whether or not at least one mobile set in a group #1 is resident in the area #1 based on information in a database, discriminates whether or not at least one mobile set of the group #1 is resident in the area #1 and applies distribution processing thereto when the mobile set is resident in the area #1. A control section in the location register 2 updates corresponding information in the database in response to a position registration request signal from a concerned mobile set, for example. In the case that any mobile set in the group #1 makes position registration or hand- over in the area 2 in a state shown in figure, the area 2 of the group <=1 in the database is updated from No into Yes.
