PROBLEM TO BE SOLVED: To prohibit such use of a portable telephone terminal that troubles others and to allow such use that does not bother others, by transmitting delayed voice at the time of speech communication and making it difficult to perform communication when it is discriminated that the portable telephone terminal exists within an ongoing and incoming call regulating area. SOLUTION: A control circuit 8 receives a message without driving both of a ringer 10 and a vibrator 12 when an incoming call arrives in regulation mode and displays that the incoming call arrives on a display 14. When a dial key on a keypad 13 is pressed down, the circuit 8 drives a DTMF signal generation circuit 9, generates a DTMF signal corresponding to a pressed key and outputs it to a voice output terminal 6 through an addition circuit 5. Also, a switch 4 is switched to a terminal b side to which an output of a delay circuit 3 is sent. Then, when a channel is connected according to a call out when a portable telephone terminal exists in an ongoing and incoming call regulating area, the voice of user is transferred to the other party with the voice delayed by several seconds.
