PROBLEM TO BE SOLVED: To identify an object entering into a screen by image pickup with a camera. SOLUTION: A video signal from the camera 1 is converted into a digital signal by an A/D conversion part 2 and a luminance value of an entrance monitoring area set in the screen of the camera is calculated by an operation part 3. Luminance values of the present frame and the preceding frame from the operation part are compared with each other by a comparing part 5, the difference is inputted to a discriminating part 7, is compared with the threshold of an entering discrimination reference read from a threshold storage part 6, and when the difference is large than the threshold, the entering of the object is discriminated. Next, the luminance value of an object discrimination area (set in the entrance monitoring area) from the operation part is compared with the luminance value of the object to be discriminated which is read from a memory 4 by the comparing part, the difference is inputted to the discriminating part, is compared with the threshold of the object discrimination standard from the threshold storage part, and when the difference is smaller than the threshold value, the object is discriminated as the object to be discriminated.
