PROBLEM TO BE SOLVED: To allow simple structure of the device while easily fitted to a conventional transportation means, with minimum consumption of petroleum, etc., (energy). SOLUTION: A recurrence coil 2 wound around a troidal core 3 is used. Related to a transmitter, a conventional electronics transmitter is improved to generate a high voltage, which is applied. Easily fitted to a car body, etc., no special device is required to be developed, and the device provides the same effect even installed vertically.
