PROBLEM TO BE SOLVED: To provide a paper money receiving and paying machine which is simple in carrier path structure and excellent in operability and also to provide a paper money receiving and paying machine which is high in general purpose usability and can easily deal with selection of the number of denominations, selection of whether there is a recycling of each denomination or not, selection of highly functional operation such as charging, collecting, or minute investigation, and can easily deal with foreign paper money of different size or the like. SOLUTION: This device is provided with ring paper money carrier paths 501 (501a to 501k) which pass a paper money discriminating part 3 and carry in one direction. These paper money carrier paths 501 are constituted so that a carried paper money can be branched/merged by the order of a money paying unit carrier path 251b into a money receiving and paying port 2, a reject housing unit carrier path 851a of a reject container 9, each of unit carrier paths 851a to 851e of more than one paper money container selected out of a money receiving container 6/a money paying container 7/a recycling container 8/charging-collection container 11, a unit carrier path 451 for a temporary storage container 4 and a unit carrier path 251a from the money receiving and paying port 2 in a downstream direction from the paper money discriminating part 3.
