PROBLEM TO BE SOLVED: To surely display a still picture and to improve reliability by controlling a timing of displaying the still picture based on the running speed of a mobile body detected by a 1st speed detecting means stored and held when a failure occurs on a 2nd speed detecting means. SOLUTION: An approaching side speed detecting device 4 and a leaving side speed detecting device detect the speeds of a train, and the timing of picture display of each display terminal device is controlled while the obtained 1st- and 2nd speed data D10IN, D10OUT are switched at a predetermined timing. In such a case, the speeds of the train 6 obtained based on the 1st speed data D10IN are sequentially held by a speed information storage circuit 40. And, the presence or absence of a failure on the leaving side speed detecting device is always monitored, and in the case any failure occurs, the picture display timing of each display terminal device is controlled by using the 1st speed data D10IN on the basis of the last train 6 speed stored in the speed information holding circuit 40 and detected by the approaching side speed detecting device 4.
