PROBLEM TO BE SOLVED: To enable a receiver to optionally select and set up images to be regulated even in the case of images provided through a communication line such as Internet by reducing the fear of infringing the freedom expression of a video software producer and enabling the receiver to select and set up images or the like to be optionally regulated. SOLUTION: An MPEG decoder 5 receives digital television broad-cast and decodes an extracted MPEG bit stream. An image recognition part 11 compares an image obtained by decoding the MPEG bit stream with a viewing limiting image (registered data) previously stored in a data base part 15 to judge matching/nonmatching. When the image recognition part 11 judges an approximate matching, a video working control part 12 generates and outputs a work signal for applying working such as blocking, watermarking and mosaic work and a mixer 7 superposes the work signal to the video data.
