PROBLEM TO BE SOLVED: To optimize signal wiring at the top level for connecting blocks by determining the layout of block pins in a soft block, generating a second block pin at the same potential as the existing block pin, and moving the block pin to a position that opposes the block pin to be connected to. SOLUTION: By utilizing a layout tool where a function for moving and generating a soft pin is added, a first block pin 16-1 is arranged at a position that opposes a block pin 10 of an adjacent hard block A and a second block pin 16-2 is arranged at a position that opposes a block pin 12 of an adjacent hard block C at the same potential. Then, signal wires 14 and 18 at the top level for connecting them are minimized for forming with only a single wiring layer in a vertical direction with less signal delay, and eliminating the need for an unneeded wiring channel, thus minimizing the amount of signal wiring at the top level in the region between blocks and also reducing a layout area.
