PROBLEM TO BE SOLVED: To provide a format signal generating device generating format signals for plural information recording media. SOLUTION: The format signal generating device 10 for optical media such as an R-MD, a CD-R and a CD-RW is provided with an address information generation means generating address information answering to the kind of the information recording media, a data hold means holding the write-in data and a data selection means switching over the output data of the address information generation means to the output data of the data hold means and outputting the wobble data. Thus, the format signals answering to plural kinds of media are generated by one device.
