PROBLEM TO BE SOLVED: To make a user possible to easily change operation attribute of various kinds of equipment such as volume and channel selection of television receiver or the amount of wind and set temperature of air conditioner. SOLUTION: A state transition control block 13 manages on-vehicle equipment 21 to 25 of operation objects and operation attribute of the on-vehicle equipment 21 to 25 by state numbers and is made possible to select by a specified order. Here, when there is a selection instruction of the operation attribute from a user through an operation input block 11, an operation attribute list reference block 14 refers to an operation attribute list where change information of variate regarding each operation attribute is stored and reads out the change information corresponding to the selected operation attribute. Then, when there is a change instruction of the variate from the user through the operation input block 11, an attribute allocation/variable transmission block 15 instructs equipment of the operation object to change the variable on the basis of the read change information.
