PROBLEM TO BE SOLVED: To facilitate updating of a judgment rule and to use the judgment rule prepared for a prescribed job to the preparation of the judgment rule of a different job. SOLUTION: Item information specifying an item which is to be judged a judgment condition against the item and storage part information specifying a storage place where the item exists are stored in a judgment data management/storage part 12. A judgment data maintenance part 14 updates information of the judgement data management/storage part 12. The judgment rule formed of item information, judgment information and event information is stored in a judgment rule storage part 18 and a judgment rule maintenance part 16 updates information of the judgment rule storage part 18. A judgement execution part 20 obtains item information from the judgement rule stored in the judgement rule storage part 18, obtains storage part information by referring to the judgment data management/storage part 12 based on the item information and executes the judgement rule on the value of the item specified by the obtained storage part information.
