PROBLEM TO BE SOLVED: To stably and inexpensively provide residual chlorine-containing water of stabilized quality enabling to sterilize even spore bearing bacteria to a user. SOLUTION: In a method for obtaining electrolyzed water stably including a high concentration of residual chlorine by using an aqueous soln. of a chloride as an electrolytic soln. and electrolyzing it by using a membrane, an alkali compound is incorporated in the electrolytic soln. introduced into anode rooms 3a, 3b of an electrolytic device, and also the device is operated in such a state that the anode rooms 3a, 3b are fulfilled with the liquid and also U.V. rays are cut off, and the anode liquid being electrolyzed water discharged from the anode rooms 3a, 3b is filled into a receiving container enabling to prevent both a flow of air and transmission of U.V. rays in a state of non gas-phase and in a state that U.V. rays are cut off.
