PROBLEM TO BE SOLVED: To quickly perform the movement of a shaftless web from the standby position to the delivery position, exhaust of the web, and replacement with the following web roll by locating the raw in a proper delivery position and performing a smooth delivery operation. SOLUTION: A shaftless web roll placed in a standby position A is moved to the delivery position B by a moving means 2 and supported by mounting a rotational support means 3 in the center between the two ends of the raw web roll. The location of the web roll is coordinated with respect to the rotational support means 3 when the web roll lies in the standby position or while it moves from the standby position to delivery position. The support of the means 3 is released when the web is delivered in the delivery position and the remainder is less, and it is guided to an exhausting means 5 through a guiding means 4. The following raw cloth roll R2 in standby is moved to the delivery position. Before the rewound roll R1 is exhausted, the end of the delivered web is cut off, and the web end is attached to the peripheral surface of the following web roll in the delivery position.
