PROBLEM TO BE SOLVED: To bring out a base isolation function by instantaneously releasing a lock in an earthquake and facilitate relocking by alternately inserting one by one frictional plates fitted to a fitting tool of a sill and a fitting tool of a foundation, and providing a friction fixing structure in which friction can be unfixed due to a falling material. SOLUTION: A plurality of frictional plates 18 attached to a sill 1 and a foundation 2 respectively are alternately inserted one by one into a frictional plate case 16 equipped on a metal fitting 7 for the foundation. A lever 10 of which the front end is a trigger 5 is attached to a bearing 13 equipped on the upper face of a horizontal plate 12 and a ball 3 is place on a ring 4 mounting the ball. Since the upper and lower reinforcing plates of the frictional plate case 16 are always pushed up and pressurized by the metal fitting at the tip of the lever 15, in the frictional plates 18 inserted alternately, the sill 1 can be securely locked to the foundation 2. In an earthquake, the ball 3 drops on the plate 9 and the lever 10 is depressed and hence, the lever 15 is released to remove the frictional forces between the frictional plates 18 and further, the sill 1 is instantaneously unlocked from the foundation 2. Fir relocking, the lever 15 is reset manually and the ball 3 is placed on the ring 4 mounting the ball.
