PROBLEM TO BE SOLVED: To produce ammonia at a low cost by mixing and reacting a gas generated by electolyzing water with air or nitrogen gas passing through a magnetic field in water. SOLUTION: Active oxyhydrogen gas is generated from tap water in an electrolyzer 1. The active oxyhydrogen is then passed through a pipe 4 and fed to an air diffuser pipe 6 in a reactional vessel 5 housing tap water, formed into bubbles and discharged. On the other hand, air compressed with a diaphragm compressor 7 is passed through a pipe 8 and an air diffuser pipe 10, formed into bubbles and discharged into the reactional vessel 5. A magnet 9 is disposed in a connecting part between the pipe 8 and the air diffuser pipe 10 and a magnetic field is applied to nitrogen in the air to convert the nitrogen into a radical state. The resultant nitrogen is mixed with the active oxyhydrogen gas in the tap water in the reactional vessel 6 to generate ammonia. As one example, when the active oxyhydrogen gas is made to flow into 5 L of the water in the reactional vessel 5 at 2,200 L/h flow rate and the nitrogen in the radical state is made to flow thereinto at 6,000 L/h flow rate, the concentration of the ammonia in water attains 5 ppm within several sec.
