PROBLEM TO BE SOLVED: To enable easy formation of a lubricating coating film with respect to a shaft member or a bearing member in a good environment, while keeping heat resistance and seizing resistance of the lubricating coating film. SOLUTION: Use of an acrylic resin having a high degree of molding freedom as a material of a lubricating coating film 21c allows the lubricating coating film 21c to be excellently molded by a variety of processes such as an electrode position-deprocess, and the properties such as a heat resistance and seizing resistance to be improved by adding a fluorocarbon resin having a lower melting point than a softening point of an acrylic resin.
