PROBLEM TO BE SOLVED: To attain sufficient water quality and filtration flux and to reduce installation space by adding ozone into a circulating water and filtering with an ozone resistant film composed of a synthetic high polymer. SOLUTION: After being treated with ozone to remove suspended materials and organic materials in a raw water by the addition of ozone, the raw water taken out from a water storage tank is filtered with the ozone resistant film composed of the synthetic high polymer and returned to the water storage tank. And if necessary, after the ozone treatment, an activated carbon treatment or the addition of chlorine can be carried out. As the quantity of ozone to be added in the raw water, ozone is preferably added so as to remain in the concentration of >=0.05 mg/l in the raw water. And the ozone resistant film is preferably formed from a fluorocarbon resin. And further the ozone resistant film is preferably constituted of a hollow fiber membrane. Where, ozone to be added can be ozone single substance of an ozonized air and the introduction of ozone can be carried out through a diffuser or the like provided at a proper position in the raw water storage tank.
