PROBLEM TO BE SOLVED: To obtain the subject composition having a satisfactory viscosity at a relatively low pH, providing hair with excellent properties, having excellent styling characteristics and sticking tendency by including an anionic polymer and an acrylic terpolymer. SOLUTION: This composition comprises (A) at least one anionic polymer and (B) an acrylic terpolymer containing (i) 20-70 wt.% of anα,β-monoethylenic unsaturated carboxylic acid, (ii) 20-80 wt.% of a monoethylenic unsaturated non-surface-active monomer different from the component (i) and (iii) 0.5-60 wt.% of a nonionic urethane monomer being a reaction product of a monofunctional nonionic surfactant and a monoethylenic unsaturated monoisocyanate in an aqueous carrier acceptable as a cosmetic. Preferably the component B is obtained from methacrylic acid of the component (i), methyl acrylate of the component (ii) and the component (iii) of the formula ((p) is 6-150; R1 is an alkyl) as an aqueous dispersion.
