PROBLEM TO BE SOLVED: To stably control a position of closing a control valve while preventing meshing of a driving gear and a driven gear resulted from a shock generated when a stopper controls the position of closing the control valve. SOLUTION: A control valve in valve opening is driven by an electric motor through a driving gear (a worm gear 33), a driven gear (a worm wheel 34), and a link 35. At a valve closing position where the control valve is restricted by a stopper (a stopper pin 38, an adjusting screw 40), in order to allow the relative rotation of the driven gear against a valve stem in the valve opening direction of the control valve, relative rotation permitting means (a pin 36, a long hole 37) are disposed between the valve stem and the driven gear.
