PROBLEM TO BE SOLVED: To provide an agitator capable of giving mixing and shearing actions to a liquid at the same time, and being used for a liquid of wide viscosity range, and for example, even if the viscosity of liquid matter to be agitated is largely changed, to unnecessitate the replacement of an agitator, and to unnecessitate plural motors and agitating shafts required for dealing with the object of agitation, and to enable coping with the production of liquid matter of wide viscosity range or liquid matter having different purpose of agitation. SOLUTION: In this multistage blade type agitator 1 that a mixing blade 3 and a shearing blade 4 are fitted to an agitating shaft 2 separated by a prescribed spacing from each other, the mixing blade 3 consists of plural plate-like blades whose blade surfaces have the shape inclined toward the rotation direction with respect to a plane orthogonal to the axial direction of the agitating shaft 2 and the shearing blade 4 consists of plural plate-like blades fitted so as to be almost parallel to a surface orthogonal to the axial direction of the agitating shaft 2.
