PROBLEM TO BE SOLVED: To provide a method and device for inexpensively concentrating the soiled such as oil or fine particles in a polluted liq. such as an oil-contg. waste water or a fine-particle suspension to a high degree. SOLUTION: A polluted liq. is subjected to membrane separation and diaphragm electrolysis. In this case, the soiled liq. 21 is conducted to a membrane separation stage and circulated 22 and 23 to the upstream side 7 of the separation membrane, a part thereof is discharged 24 from the downstream side 8 to concentrate the circulating liq. 22 on the upstream side, the part 5 of the circulating liq. is sent to a diaphragm electrolysis stage and electrolyzed in an anode compartment 15 separated from a cathode compartment 17 by a porous diaphragm 14, a part of the anolyte is permeated through the diaphragm and discharged 27 from the cathode compartment 17, and the remaining concd. lid. 26 is discharged from the anode compartment 15. The soiled liq. is an oil- contg. waste water or a fine particle-soiled liq., and the concd. liq. discharged from the anode compartment is subjected to oil-water separation or solid-liq. separation.
