PROBLEM TO BE SOLVED: To pump water with a small electric power and obtain power remarkably exceeding the electric power consumed. SOLUTION: This private power generation system has a vacuum pump 14 for reducing pressure inside a negative pressure chamber 17 of an upper tank 12, and a liquid pumping pipe 18 extended from a lower tank 11 to the upper tank 12 for suctioning liquid. The liquid is suctioned from the lower tank 11 to the upper tank 12 by the push-up action of hydraulic pressure in the lower tank applied to the liquid in the liquid pumping pipe 18 and suction due to negative pressure applied to the liquid from the negative pressure chamber 17 to the liquid pumping pipe 18.
