PROBLEM TO BE SOLVED: To reduce the water-repellent and oil-repellent properties of a substrate surface and to improve adhesive property and wettability by cold application. SOLUTION: The purpose of this invention is achieved by applying a compound B which is liquid at 0-35C to the substrate surface covered with coat formed from a compound which has a main chain consisting of carbon-carbon chains and side chains comprising polyfluoroalkyl group or the like. The compound B has <=30 dyn/cm surface tension at 0-35 deg.C and is a polar compound containing no fluorine and/or a fluorine-containing compound.
