PROBLEM TO BE SOLVED: To make a characteristic of an energizing means to energize in a direction where a rack bar and a pinion are engaged with each other through a rack guide ideal. SOLUTION: A leg part 38 of a spring friction body is elastically pressure welded on a peripheral wall 40A on the inside of a ring recessed part 40 of a rack guide 24 in a state before a cap 26 is perfectly scrwed. Consequently, the spring friction body is centered against an axis of the rack guide 24, and an assembly position is never slipped. Consequently, dispersion of a characteristic of the spring friction body is eliminated, and in this meaning, it is possible to make the characteristic of the spring friction body ideal.
