PROBLEM TO BE SOLVED: To accurately thermally weld both edges of sheet materials aligned and installed at an upper surface side of a fixed side member by facilitating a thermal welding operation of both the edges of the materials. SOLUTION: Hot-meltable sheet materials 6 to 8 are aligned and installed at an upper surface side of a fixed side member 3. A thermal welder 20 for vertically superposing opposed edges 6a to 8a of the materials 6 to 8 and thermally welding the edges 6a to 8a to each other is provided. The welder 20 has a mobile type conveying means 21 movable along a superposed part 18 of the edges 6a to 8a, and a heating means 22 for heating the part 18.
