PROBLEM TO BE SOLVED: To provide the subject system capable of always maintaining the interior of a single water tank in the fresh environment with a number of fish- and-shellfish raising vessels disposed therein. SOLUTION: This system comprises a raw water storage tank 12, a filter tank 14 for filtering the raw water in the tank 12 to make clean water, a raising tank 22 for holding a plurality of fish-and-shellfish raising vessels 20, a clean water distribution pipe 42 extending horizontally along the bottom of the raising tank 22 and provided with issuing holes 44 for clean water, a contaminant receptacle 24 at the bottom of the raising tank 22, and a drain pipe 50 equipped with a siphon tube device 48 for returning a part of the water in the raising tank 22 to the raw water storage tank 12.
