PROBLEM TO BE SOLVED: To stably obtain titanium dioxide having a high anatase type crystal structure content by reacting a titanium amino alcohol complex with a carboxylic anhydride. SOLUTION: The titanium amino alcohol complex herein used can preferably be produced by reacting titanic acid with an amino alcohol. The titanic acid is expressed by the formula: TiO(OH)2.pH2O or Ti(OH)4.pH2O [(p) is >=1 which is the number of water]. The amino alcohol includes triethanolamine. A titanium amino alcohol complex not containing a solvent is mixed with a carboxylic anhydride, preferably acetic anhydride, to obtain a titanium complex. The titanium complex is filtered, dissolved in a solvent and subsequently hydrolyzed with water. The obtained complex solution is gelatinized with an alkali and subsequently heated to produce the titanium dioxide containing an anatase type crystal structure content of >=60 wt.%.
