PROBLEM TO BE SOLVED: To surely pay out a bulk material by stopping a paying-out machine by a paying-out machine traveling/stopping device when a detection signal from a pressure detection means exceeds a set value. SOLUTION: Because load pressure of a pressure detection means is reduced when a small mountain-shaped bulk material 1 is left within a storage tank 2 at a final stage of a pay-out and a paying-out machine 3 travels at a place where the bulk material 1 does not exist, an operation control is switched to a bottom cleaning mode (A). Next, when a rotary wheel 32 of the paying-out machine 3 comes into contact with a first mountain of the bulk material 1 (B), load pressure of the rotary wheel 32 is detected by a pressure detection means and this signal is transmitted to a paying- out traveling/stopping device. When load pressure is a set value or more, the traveling of the paying-out machine 3 is automatically and surely stopped at the center part of the mountain of the bulk material 1 and the mountain of the bulk material 1 is surely paid out (C). When the paying-out of the bulk material 1 is finished and the detection signal from the pressure detection means of the rotary wheel 32 does not exceed the set value of the paying-out machine traveling/stopping device, the paying-out machine 3 travels till the machine 3 comes into contact with a mountain of the next bulk material 1.
