PROBLEM TO BE SOLVED: To reduce cost by simplifying the shape of an equalizer, and to reduce a difference in hydraulic control between two systems by improving the distributing accuracy of a pressing force. SOLUTION: An equalizer 35 is formed to be symmetrical around its center axis, pressing forces from transmission members 7 and 37 being applied to the equalizer 35, any one of the portions of the transmission members 7 and 37 for applying pressing forces to the equalizer 35, and the equalizer 35 is formed to be projected, the other is formed to be recessed, the portion of the equalizer 35 for applying pressing forces to plungers 17A and 17B is formed to be projected, and the plungers 17A and 17B are formed to be flat.
