PROBLEM TO BE SOLVED: To provide an apparatus and a method for welding a thin-walled welding material without generating a shrink mark. SOLUTION: In the welding apparatus, a means for bringing a welding member w1 into pressure contact with a welding member w2 has a stationary upper jig 23, and a lower jig 12 movable to approach to the jig 23. Then, a cooling means is arranged at the jig 12 side to spray cooling air to surfaces of the members w1, w2 disposed oppositely to a through hole 12a of the jig 12 by a cooling air injecting means to cool the members w1, w2 fixed to the jig 12. In this case, welding areas of the member w1, w1 are cooled during a period for giving a vibration to the members w1, w2.
