PROBLEM TO BE SOLVED: To sufficiently keep strength even for entrance of rainwater and the like without requiring of a groove on the surface of concrete pavement. SOLUTION: A civil engineering structure is provided with a bed foundation 1, a concrete body 12 laid on the foundation 1, a slenderly contraction joint inducing joint filler 3(3A) buried in the concrete body 12, and thereby, the civil engineering structure is undertaken construction. The contraction joint inducing joint filler 3 is provided with a core material 16, an adhesive layer 14 provided on the core material 16. The adhesive layer 14 is provided on the surface side of the concrete body of the core material, and the adhesive layer 14 is formed of high polymer materials coming into tight contact with the concrete body. Freshly mixed concrete is poured on the foundation 1. In that case, the contraction joint inducing joint filler 3 is buried in the freshly mixed concrete. The freshly mixed concrete is cured to generate the concrete body 12. In that case, a contraction joint 4 is generated from the adhesive layer 14 to the surface of the concrete body 12.
