An inflatable dunnage bag (240,340) comprises a first inflatable inner bag (230,330) comprising an inflatable bladder (210,310) surrounded by a single paper ply (221,321), and a second outer bag (240,340) comprising one paper ply (242), or two or more paper plies (342,343,Fig. 10). In another embodiment, the inner bag (530,730) comprises a pair of paper plies, and the outer bag (535,735) comprises an odd number of paper plies.
