PROBLEM TO BE SOLVED: To produce an emulsion composition with a high water phase ratio usable in pharmaceutical and cosmetic areas, having good emulsion stability, being safe and not irritating. SOLUTION: A volume ratio of a water phase is 80-99%, and 1-30 wt.% oil-soluble emulsion being an ester of 16-22C fatty acid containing >=60 wt.% unsatd. fatty acid and polyglycerin and whose saponification value S satisfies a formula (In the formula, C is an average carbon number of the unsatd. fatty acid constituting the ester) is incorporated in an oil phase.
