PROBLEM TO BE SOLVED: To provide a flat-membrane filter by which the clogging of the flat- membrane module is prevented, capable of using treated water as the backwashing water and needing only a low equipment burden. SOLUTION: The sucking operation for 12 min, for example, and the backwashing operation for 3 min are repeated by a controller 15, in the sucking operation, a bypass valve 6 is closed, and a suction pump 7 is operated to store the treated water in a tank 8. In the backwashing, the bypass valve 6 is opened, the suction pump 7 is stopped, and a flat-membrane module 12 is backwashed with the treated water in the tank 8. A blower B is operated at all times to continue the diffusion of air. Consequently, the clogging of the flat-membrane module is prevented, the service life of the flat membrane is prolonged, and the equipment cost and running cost are reduced.
