PROBLEM TO BE SOLVED: To minimize or eliminate the leakage of a fluid between the ports located apart with a metal plate interposed which is exposed at the periphery of the body. SOLUTION: A ring-shaped groove 25 is provided at the joining surface 6b with synthetic resin located on the drain port 13 side of a metal plate 6 to be inserted in the body 5. Even if a gap is generated between the joining surface 6b and synthetic resin when the body 5 is to be molded, the oil must take a long path from the output port 14 to a valve chamber 12 via the gap. Further, gap is substantially zero between the side walls 25a of the groove 25 and the synthetic resin.
