PROBLEM TO BE SOLVED: To provide a device for promoting warm-up and heating of a vehicle, which can enhance the responsiveness of valve-opening of an exhaust throttle valve. SOLUTION: A device for promoting warm-up and heating of a vehicle which is driven under control of the passage area of an exhaust passage, is composed of a vacuum actuator including a drive rod 13 in association with introduction of vacuum into a first vacuum chamber 14, and an adjusting rod 17 associated with introduction of vacuum into a second vacuum chamber 18, a first solenoid three-way selector valve 20 for selectively communicating the second vacuum chamber 18 with either a vacuum source or the atmosphere, a second solenoid three-way selector valve 22 for selectively communicating the first vacuum chamber 14 with either the vacuum source or the atmosphere, a third solenoid three-way selector valve 25 capable of delivering a vacuum pressure signal, and a diaphragm type change-over valve 30 operated in response to a pressure signal from the third solenoid selector valve 25 so as to communicate the first vacuum chamber 14 with the atmosphere.
