PROBLEM TO BE SOLVED: To lengthen fire resistant time of a heat insulating material at disaster stricken time by a fire by oozing out chemicals such as water at disaster-stricken/temperature rise time without using a motive power source. SOLUTION: A fire extinguishing liquid preserving vessel 1 is arranged in the vicinity of a heat insulating material 3 to thereby insert a pipe 6 passing through a thermosensible actuating valve 2 into the heat insulating material 3. An air hole 8 is arranged in the fire extinguishing liquid preserving vessel 1 so that a thermosensible actuating valve 9 is also attached to this. Operation detecting holes 5 are arranged in an outer shell 7 of the heat insulating material. When an ambient temperature of the heat insulating material 3 rises by a fire, the thermosensible actuating valve 2 and the thermosensible actuating valve 9 are opened so that liquid of the fire extinguishing liquid preserving vessel 1 wets the heat insulating material 3 through the pipe 6. Afterwards, a fire extinguishing liquid oozing out to the periphery of the operation detecting holes 5 leaves a oozing-out trace. At this time, the oozing out trace can be more clearly confirmed when a colored fire extinguishing liquid is used. The two thermosensible actuating valves may be actuated by the same thermosensible actuating device. Thus, the fire resistant time can be lengthened by an evapotranspiration quantity of water.
