PROBLEM TO BE SOLVED: To provide a clad steel plate excellent in toughness at low temperature. SOLUTION: The base material of this clad steel plate has a composition consisting of 0.04-0.10% C, <=0.50% Si, 1.0-2.0% Mn, <=1.0% Ni, <=0.5% Cr, 0.2-0.8% Cu, 0.05-1.0% Mo, 0.01-0.10% Nb, 0.005-0.030% Ti, <=0.05% Al, >0.006-0.020% N, and the balance Fe with inevitable impurities. Deterioration in toughness due to solution heat treatment is reduced, and excellent toughness at low temperature can be obtained. Further, this clad steel plate is excellent also in toughness at weld heat-affected zone when used as a steel plate for welding.
